JOHN E. BALDACCI was born in Bangor, Maine. While working at the family restaurant in his hometown of Bangor, he earned a bachelor's degree in history from the University of Maine in Orono. Baldacci began his political career at 23 when he was elected to the Bangor City Council. In 1982, he was elected to the Maine State Senate, where he served for twelve years. Baldacci was elected to the United States House of Representatives in 1994 and reelected by wide margins in 1996, 1998, and 2000. During his service in the House, he was a member of the Agriculture, Small Business, and Transportation Committees. Baldacci was sworn in as governor of Maine on January 8, 2003. As governor, Baldacci has won approval for major initiatives including Dirigo Health, the Community College System, and Pine Tree Zones. Dirigo Health is a comprehensive reform of the state's health care system that includes measures to control growth of health care costs, improve the quality of care statewide, and ensure access to affordable coverage. The Community College System, which was adopted in 2003, converted technical colleges in Maine to community colleges. And the Pine Tree Zone program provides tax incentives to encourage business growth in targeted areas of Maine.

Governor Baldacci, his wife, Karen, and son, Jack, reside at the Blaine House (the Governor's Mansion) in Augusta.
